Wow, Somalia sucks.
But in anarchy's defense, the quality of an anarchy is directly proportional to the quality of the citizens. The FA would do pretty well without officers. And MSU would do just fine without a president. If someone could get the right Somalis together and get them organized enough to deal with the bandits and such, they'd be free to live their own lives. It's not like Somalia was exactly Club Med before 91'. I'm just saying...

but, once the bandits are dealt with, don't you think more would spring up? so there would either be a never-ending battle, or a group of "good" enforcers, which would, most likely, become power hungry and try to form some government or become bandits themselves.

Not neccessarily. It depends on the people. If they understood their situation and helped the temporary posse admonish chaotic elements, but were then clear that they expected said posse to disband willfully at the terminus of aforementioned duties... well, good stuff.
